POLICY FORMULATION AND IMPLEMENTATION; KEY TO EFFECTIVE SCHOOL ADMINISTRATION. Lecture by peter juen Triumphant

Good evening everyone.

I want to appreciate Mr Odetola Ebenezer and the entire CME team for having me on this platform.
Its privilege I don’t take for granted.
Tonight I’ll be focusing on the topic;

POLICY FORMULATION AND IMPLEMENTATION; KEY TO EFFECTIVE SCHOOL ADMINISTRATION.
Administrative structuring have quite a number of components; Daily runnings, recruitment, staff evaluation, staff trainings, procurement, logistics, job supervision, job execution process etc.

All these processes are carried by different component of the school structuring system.
All these processes are efficiently executed when responsibilities are carried out in a decentralized pattern.

This is really important because the ability to create a system that runs without central control gives top level management the environ to be able to think ahead and recreate the school processes and this is what allows for growth.
In a bid to properly achieve this, one must create an environment where actions are predictable, responses to any kind of action is well stipulated and all aspect of administrative know how is clear for all to see.
: We must note that one of the killers of school growth is ASSUMPTION.

When you are in a school environment where people ‘think’ things should be done in a way and there’s no laid out action path for people, there would always be anarchy not just from staff but also customers ( parents)
There is a difference between I think this what I should do or how I should behave and this is exactly how I should behave.
Which brings us to the core of our conversation tonight.
1. WHAT ARE POLICIES?

Policies are well articulated course of actions in organisations
Policies are important for several reason and I will simply highlight a few reasons;

Policies help to predict outcomes for your school:

There are schools I know where incidences and situations are never handled correctly simply because staff of the school do not know how to handle situations when ‘Oga’ is not around.
Policies help to create an atmosphere of work independence;

Any organisation that will grow must have an atmosphere where everybody knows what happens when you do what. For instance, a teacher leaves a child unattended to, the consequence of that action should be spelt out to everyone. What that means is that whether you as the school head or owner is around or not, such staff can be disciplined.

This means the work environment is independent of anybody.
Policies are serve as the basis for reward;

One of the biggest challenge of staff management in schools are the problem of properly evaluating staff performance.

I have come to notice over time that promotion, increment of salary/ wages, staff performance acknowledgment is always in the prerogative of the school owner which is not supposed to be.

Policies help you to have a basis for which everyone is evaluated. High performances are rewarded and low performances face their consequence.

In an organization where policies exist, everyone knows the standard for judgement and that standard is not based on ‘Ogas’ mood.
I’ll be moving to the next line of conversation which is;

What is Policy Formulation and What are the Process of Formulating School Policies.

: There is a process to formulation of Policies are as follows;

1. Identify your Unique school Process;

No two school is the same! So from one school to another, policies differ.

You must find a way to capture the uniqueness of your school operations, some school resume at 7:00 and lateness is 7:15 for staff. This and many other information need to be captured. All the day to day runnings of the school must be properly documented. For some school, school fees deadline is 2nd week, for others is the 5th. All these are important information to be captured.

2. Be Knowledge about the Laws of your Country.

In formulation of Policies, one must be careful to ensure that the rules and regulations for operations are in alignment with the rules and regulations of the country of operations.

There are some documents I’ll love to point us to;

1. National Curriculum for all learning stages.

2 Labour Law

These are very important important documents that your school policies must have alignment with.
Involve your Staff and Parents;

The school system has a uniquely patterned system.

We service a two chain customer base.

Customer A: The Parents; they pay the bills and their satisfaction is the trigger for continuous patronage but they cannot be satisfied without CUSTOMER B.

CUSTOMER B: Students; These are the ones who receive the services directly and they serve CUSTOMER A with the feedback for satisfaction.

For you to properly formulate policies that bind every part of your school operations, you must find a way to involve all parties to be contributors in the policy formation process.

Let people put in their views as to how they want the laws to go. This way, there is a shared responsibility of execution.

The concluding the part of tonights conversation is Policy Implantation
Policy Implementation is an integral part of effectiveness of policies.

You need to understand that policy implementation is a step by step process.

When all elements involved in the policy formulation are engaged, the next phase is to roll out the policies and watch for adjustments.
